Splittin' hairs?

Taking a pause from Copenhagen news, read the following and see if you can answer my questions below...

Dec 11 2009
Happy Hanukkah
Marsha Blackburn

Happy Hanukkah to our Jewish friends. As you begin the celebration of Hanukkah, I wanted to take a few minutes to wish you much joy and happiness as you enjoy the company of your loved ones. As you light the menorah and exchange gifts, I hope you will remember the friendship and affection that the people of Tennessee and the United States feel for the State of Israel and the Jewish people. Ours is a friendship forged from working together for the benefit of mankind. May you enjoy peace and love this holiday season.

OK... so who is this directed at?

Jews in TN-07? Israelis? Jews everywhere?

I can't decide. She must know that there are Jews in Tennessee, right?
